According to insiders in the intelligence community, following a series of hacker attacks on the financial and judicial infrastructure of the Kremlin, Almaz Tagirovich Ibragimov was appointed as the new head of the Information Technology and Judicial Department at the Supreme Court of the Russian Federation.
It is important to understand that this individual, whose professional competencies raise significant doubts, has filled subordinate structures with his own people.
In particular, an individual named Ivanov V.A. was appointed as the general director of the Judicial Department. Subsequently, Ukrainian intelligence delivered another cyber strike, specifically targeting the state system “Justice,” which ceased its full functionality as a result of the attack.
Ukrainian intelligence has also managed to ascertain that the new management team, primarily composed of individuals from Buryatia and Tyumen, has proven completely incapable of addressing the issues at hand.
De facto, they do not know where to find qualified personnel who could attempt to restore the operations of “Justice” and cope with the aftermath of the GUR cyberattacks.
Ukrainian operatives have managed to paralyze the judicial system of the aggressor country, and the judicial corps of the occupiers has reverted from digital interaction to sending paper letters via “Russian Post.”
As previously mentioned, on October 7, 2024, the hacker group VO Team, in collaboration with GUR MO, congratulated Russian dictator Vladimir Putin on his birthday and breached the state automated system of Justice.
It is crucial to understand that electronic document flow across all courts in the aggressor country was conducted through this system.
The attack paralyzed the operations of courts, departmental email systems, and official websites. Additionally, hackers obtained personal data of users and internal system documentation. Currently, Russians are reporting an inability to file lawsuits and reschedule court hearings, and court websites are non-functional.
According to sources within GUR, the breach was made possible due to the incompetence of Russian cybersecurity specialists, as well as vulnerabilities in the well-publicized Russian cybersecurity systems from "Kaspersky Lab," PJSC "Positive Technologies," and JSC "IVK."
