The State Environmental Inspection of the Capital Region has recorded environmental damage amounting to 2.6 million UAH in the "Desnyansky Luhy" nature reserve. Two former officials face criminal liability for illegal directives regarding construction.
Experts from the State Environmental Inspection of the Capital Region, in collaboration with law enforcement agencies, participated in a pre-trial investigation and documented the consequences of unlawful construction activities within the "Desnyansky Luhy" nature reserve in the Desnyansky district of Kyiv in the autumn of 2022.
The pre-trial investigation revealed that the head of a municipal enterprise, lacking the necessary permits for land use on a site that is part of the "Desnyansky Luhy" reserve, instructed the director of the enterprise's division to enter into a contract with a company for the construction of a pumping station in that area.
As a result, from October 2022 to March 2023, construction activities were conducted on the reserve's territory, during which the fertile topsoil over an area of 1.38 hectares was removed.
Inspectors from the State Environmental Inspection of the Capital Region assessed the damage inflicted on this protected natural site, which amounts to 2.6 million UAH.
The Desnyansky District Prosecutor's Office of Kyiv has submitted an indictment to the court against two former leaders of the municipal enterprise for intentional damage to a protected natural site resulting in severe consequences, as well as for abuse of official position aimed at obtaining illegal benefits for another legal entity, leading to serious consequences (Part 2 of Article 28, Part 2 of Article 252, Part 2 of Article 364 of the Criminal Code of Ukraine).
